James Xia

Regional Vice President of Business Development-China

James is a global leader in carbon recycling and clean fuel innovation, with over 25 years of experience spanning chemical engineering, renewable energy, and large-scale project development. He has played a pivotal role in advancing CO₂-to-methanol technology and scaling sustainable fuel production worldwide.

As CEO of China IV and Board Director at Carbon Recycling International (CRI) China, James has led the successful signing and commercialization of three landmark projects, including the world’s largest renewable-energy-based hydrogen and CO₂-to-green-methanol facility, the world’s second large-scale CO₂-to-methanol project, and the first commercial CO₂-to-low-carbon-intensity methanol project. His leadership bridges R&D and commercialization, driving partnerships between global organizations and national stakeholders.

Prior to CRI, James held senior leadership and commercialization roles with Total Refining & Chemicals, BP Dalian Energy Innovation Laboratory, and Lurgi. Earlier in his career, he led major process design and plant management initiatives at Jiangyin Chengxing Industrial Group, where he oversaw multiple chemical production facilities and international technology transfers.

James holds a degree in Chemical Engineering from Yangzhou University. A fluent English and Mandarin speaker, he is known for his strategic insight, deep technical acumen, and collaborative leadership in accelerating industrial-scale carbon conversion solutions.
